Most people don’t know that sometimes faded paint, orange peal, scratches and bumper scuffs can be buffed out? Most body shops don’t tell the customer that it can be done; they simply charge them some outrageous price to paint it. I’ve even see where they are charged for paint but the painter only buffs the panel giving the appearance that it has been painted. It’s a shame that they take advantage of customers who aren’t educated in the field. One rule of thumb for scratches is… If your finger nail catches as you slide across the scratch, it needs to be painted (In most cases). Sometimes, a scratch can pass through 2 or more panels and only one of the panels needs to be painted and the other buffed. As for faded paint…usually a buffer will cause the paint to shine again. Orange peal in the clear coat? It will need wet sanding and buffing to have a glassy finish.
